Lord Roberts stated tkat the regular .vr.iy was many thousands short of its r-.i::nov,« establishment, while the Territorials were lamentably short of offi•cevs and the men were, deficient in training, discipline and mobility. The situation required prompt action. Admiral Sir Edward Seymour said that defence against invasion, the protection of trade, the destruction of an enemy's fleet, and the support of colonial stations, if left entirely to the navy, were beyond its present capacity. Mr. Asquith, in reply, said the Defence Committee had practically adopted .a unanimous report, whichNvould shortly be laid before Parliament. Without anticipating the report he could say its -conclusions did not support the view that the Navy was incapable of protecting the country. He saw no adequate •ground to apprehend that the danger of invasion was greater or the capacity of the country to deal with an invader U-ss than before in our history.
"A VAST IMPROVEMENT ON VOLUNTEERS." PHYSICAL IMPROVEMENT XECESSARY. Received 1, 5.5 p..m London, February 28. ■Mr. Asquitli added that the Territorials were a vast improvement on volunteers, but they might require in some respects more encouragement. He did not favor compulsory training. He would welcome a revision of the educational system in order to pay more attention to physical improvement, also to moral discipline and self control.
