AMERICA'S ATTITUDE. DELAY COUNSELLED. Received 20, 9.25 p.m. London, February 20. Mr Bryan, in conference with the Senate, said the Foreign Relations Committee had pointed out that the foreign nations were supporting the United States' action in Mexico, -oarticularly sinre the eßnton case. The Senators held the opinion that the time had not arrived when the ConsUtutionaliets ought to be recognised as belligerents. Mr. Bryan urged delaying action over Benton's execution until the investigations established the facts. The American Consular authorities had been instructed to enquire into the alleged execution of an American named Vergara.. It was thought likely that the United States would now rely on General Carranza, ft Constitutionalist leader, to coerce General Villa and return Benton's body.
