Discussing the proposed alterations to the constitution, including proposals to alter the manner in which the executive is appointed and the removal of the headquarters from Cliristchuroh to Wellington. In the eourse of the discussion, the president, Mr. <j. Kennedy, reviewed the results of tlie operation of the present constitution, and put the matter of the proposed re-organisation fairly tiefore tlie conference in a non-committal ivav. He urged tlie delegates to decide tlie question on its merits, and not by any opinions lie expressed. He added that he did not intend to record his vote, iiio scheme was thrown out l>v four votes to six-. The Crand Council intends taking into consideration the question of plaeiii" the general secretary's position on a permanent basis, the idea being that the secretary should devote his services cntirohrto the Association.
