BY-ELECTION NOTES. By Cable—Press Association—Copyright London, February 15. The candidates at the Poplar election will be Clark (Unionist), Yeo, recently Mayor (Liberal) and Jones (Labor). The Insurance Act will be prominent in the Bethnal Green election. Mr. Masterman has announced a scheme to deal with the grievances of casual laborers. Major Sir Matthew Wilson, the UVioriiat candidate, proposes a drastic amendment ol the Act. GENERAL ELECTION UNEXPECTED. Received 10, 11.56 p.m. London, February 18. Mr John Burn«. M.P.. in a speech at Stockport, said he did not anticipate a general election within IS months.
