A French bank baa obtained h concession from China to construct a railway from Yamchow to Hungking, a distance of a thousand miles, at a cost of four millions. The preliminary agreement stimulates for the uncondi- , tional payment of £BO,OOO, which may be regarded as virtually bargain money. British enterprise stands no chance unless it is similarly financed.
