Mr. Churchill, in r»ply to questions, said that since the, introduction of the British Estimates in March, 1910, there had been no retardation in Germany's naval construction. Her programme had been increased by three battleships and two small cruisers. One of those battleships was provided in the 1013 programme, and a second for 11)1(5. The dates of laying down the third battleship and two cruisers were reserved.
