IShih-Kai, has issued a decree whereby the winter solstice worship at the Altar of Heaven and the offering of sacrificial oxen to Confucius and similar ceremonies arc ordered twice yearly. Local officials will also worship heaven, and the people, who have hitherto been debarred from this worship, in their homes. Although another decree gmirI antees religious freedom, the revisal of Imperial ceremonies is regarded as the I most reactionary step yet taken.
