THE BURXETT BILL By Cable—Press Association-Copyright Received 0, 12.30 a.m. "Washington, February 5. The Burnett Bill, prescribing the literary test for the admission of immigrants to -the United States, passed the House of Representatives by 241 votes to 126. The Bill now provides that every immigrant must read Polish or other language, including Hebrew or Yiddish. President "Wilson disapproves of the literary test, but thought he would not veto the measure if the Senate adopts it. A bitter debate preceded its passage, the representatives calling each other cowards and liars, but apologies followed The Democratic Party leaders stated that the party is unable to support woman suffrage as a Federal question, as it ought, instead, to be dealt with by the local Legislatures. The suffragists are greatly disappointed, as they were hopeful of inducin" the Democrats to allow an amendment to the Constitution,
