He will make it plain that the Government is ready to make large concessions to meet the Ulster Protestants, who could be assured of effective control of local services with safeguards over the judiciary, religion, marriage, education and police. In short, a generous measure of Home Rule was within sight, but the Government was adamant on the question of the Exclusion of Ulster.
