"In one sense I do and in another sense I don't," he replied, 'i think that, between countries presumed to bo enjoying reciprocal tariffs an increase of trade should be much larger. 1 find that the New Zealand trade with Canada fostered by preferential tariffs is increasing by leaps and 'bounds, whereas trade between Canada and New Zealand is increasing steadily, but has not the advantage; of tariff based upon true reciprocity. By this I mean that Canada gives preference on what New Zealand sells to the former dominion, but New Zealand does not give Canada preference upon the principal articles the latter sella to this country. This subject I will probably discuss at greater length at some future.time."
