FROM MEXICAN STATES. New York, January 20. A report from Douglas, Arizona, states that i\n official decree taming Chinese, as a national menace, lias been issued by General Carranza, lead.r of the Mexican Constitutionalist'-. The Sonora State Government lias prohibited Chinese living there from changing their residences or entering the State. Cliinese Merchants are appealing to the Chinese Ambassador at Washington to secure redress. .
