Doctor Frank, a .Socialist, attacked the Crown ■ Prince. I'oud, a Conservative, protested. The President twice ordered Dr. Frank to moderate his language. Count Hollweg interposed in the Crown Prince's defence. Berlin, laauary 24. In the Reichstag, Dr. Frank declared of thousands were stirred when the future Kaiser displayed an intimate friendship with contemners of the constitution and inciters of the coup d'etat, and felt tliat the nation must take their destinies into their own hands. A storm of applause came from the left, and protest* from tlie right. Dr. Frank added that what the Crown Prince extolled as his supreme happiness as a soldier—to be leading the Hussars to battle—would be a supreme misfortune for the bulk of the nation. Count Hollweg, Chancellor, replying to the criticisms, said the Cabinet order of 1820, empowering the military to intervene if the civil authorities were unable to maintain order, was still valid, though never applied until the Zabern incident. The Socialists' real objeot was to destroy the army. The Centre National Liberals supported the Chancellor. Ilerr Ledebour made a tierce speech, and said the Crown Prince's farewell to the Dantzig Hussars was reminiscent of a girls' school. He should stick to l>is trade of making euft' buttons, which he had learned. Herr Delbuiek protested against the introduction of the Crown Prince's personality. contending that his farewell to the Ihissirs showed that lie was imbued with the right army spirit.

THE RADICALS DEFEATED. Received 20, 5.5 p.m. Berlin, January 25. The Reich.-tag adopted the Centre party's motion, approving military action in purely police, affairs so regulated as to assure the independence of civil authority; also the National Liberals' motion in favor of the revision of the the. regulations giving the right to the military to Use arms. The Radicals are indignant that the Government did jnot participate in the debate on the motions.
