Loudon, January 22. - Mr. Sidney Low. in tin- first of a series of Rhodes lectures ut ivin'> 's College, on tlie covenant of the ISritish Empire, ■inid that on siiperlicial view, tlie I'im]iire lacked nearly all the elements of unity, as thele v/;i- no community • f race, language. or religion; no common coinage, marriage, naturalisation, bankruptcy, commercial, or land laws. and no Kmpirc flag. Legally, there was a common unity law in the supremacy of the C'vown, and the contnrehen-ive powers whielt that law attributed to it. Tie law did not recognise 'the Kmpire. 7t recognised only the Dominions and possessions of the Crown. In spite of the legal and theoretical .supremacy of the Imperial Parliament, colonial opinion was moving toward* an equality of institutions. 'There wa- no inclination oversews to quest inn the authority of I lie Crown, though there was ;■ disposition to restrain, willrn narrow limits, the iechnittal supremwy of the Imperial Parliament.
