Richards was acquainted wit'h the difficulties that bad been met with ill this connection. OVERS FEU'S REPORT.
The Mayor moved the addition of the overseer's' report (alreadv published). The extra horse was undoubtedly required in hauling metal, and it would improve the facilities for watering the streets. Cr. Richards pointed out that access to properties would not i>e improved—The overseer said that the road was dangerously narrow.—The mutter was referred to the Works Committee wit'H power to aet. ELECTRIC LIGHT SERVICE Eououoti corxcrL discussion.. In connection with the resolution moved by the -Mayor at ilondav's meeting of tlii" Ilorougli Council (a!ready published), his Worship .said he certainly thought the Council should have copies of any petitions sent to the Oovernms'iit in connection with the issue of this license. A number of ratepayers. in the borough and (lie counlv were under the impression that upon this license being "ranted by the Government they would have only to make application to the company, and light or power would li: 1 supplied. The ratepayers should know that the company would supply li"lif or power only .where there were suiricieii'. connections to nay the company, Cr. Kin l .': That's nnlv ordinary business, isn't it? The Mayor repeated that some rate payers were under a grave misapprehension on_, the point. Cr. Morison expressed pleasure in sec f ondiii? the motion, and said (lie Conn leil might well congratulate the com mittee (the Mayor and Cr. Kichard-1 upon the able, manner in which it ha; represented the views of the Council He said he had refrained from iifining.ii the recent newspaper correspondence". Cr. King: You're a wise man. Cr. Morison continued that tl e reasoi ; why he might have taken a hand in tin. matter was that a correspondent lit sought, to make it appear that tin Mayor and Cr. Richards were sunoortei in their views by only one or two njem ■i hers of the Council, wherea.s it sliouh lie well known that a majority of tin Council, and he himself for one, firmli

supported the stand taken by Ihe deputation which the Council bad sent to \Vc!liii"',on. It was "up to the Council," said Cr. Morison, "to express itself with no uncertain sound upon the matter, lest some ratepayer, for want of lull knowledge, .should sign a petition in furor of the granting of the propose;! license. He was not sure that it. would not be a good thing for the Stratford Hi,rough Council and tli" Stratford County Council jointl- to take over (he. 'whole undertaking. This, lie thought, would secure the greatest good to the create,t number.
Cr. Masters: lie must be gelt iug converted. Cr. King: lie ban been. Cr. Morison wanted to clear away an idea that seemed to exist that ho believed the company should hand over its interests for nothing. • Cr. Masters: You always will be misunderstood. Yon can't help it. Cr. Morison went on to explain that be. believed in taking over the concern at valuation, "but that docs not mean '£40(11) for goodwill." Cr. TCoon doubted whether the motion 'F.ionhl be passed in its present form. The majority of the councillors had no objection (o the company obtaining its license over the county, and the motion should clearly show that this Council's objection referred only fo the license as it affected the borough. The Mayor said that (hat. point had been fully explained to the Ooverunicirt by the deputation in Wellington. Cr. Dingle, with a. twinkle in his eye, suggested that Cr. Master's name be added no the committee empowered to draft the Council's covering letter. Cr. Masters, he -aid. was on the other
side, and liot'ii sides should be represented. Cr. Masters said tie was not on either fide, but he had views of his own, and also haul the. courage to express them. After interruptions, Or. Masters said lie, had not taken any very prominent part ill the Council's debates, nor had lie even voted againsi. the Council's deputation going to Wellington. Hut in one of his newspaper letters Cr. Richards had inferred tint, he (CV. Master-) and Cr. King were working in the interests of the company. ITe wanted to make it plain that lie was not doing so. Then tiie •fliscussion turned upon (he opinions of Crs. King and Masters that, as the Council was approving of the issue, of the proposed license, it must of necessity be opposing the issue of the license as applied to the county. The motion was carried.
