BRITAIN'S ABSTENTION* EXPLAINED By Cable—Press Association—Copyright Received 11, 510 p.m. San Francisco, January 10. Sir Robert Balfour was entertained at luncheon by the Panama Exhibition authorities. Jn a speech, he declared that Britain was likely to reconsider her decision against exhibiting. Her nonpairticipation was not due to unfriendliness, but because the interests wliich were most likely to benefit had not responded fittingly.
