Lord Pirrie's memorandum, in the Dominions Commission's report, on likely developments in ocean-going vessels, states that Australian and New Zealand developments are limited by the facilitiea obtainable and also by the draughts of water prevailing in the various ports. It refers in satisfied terms to the improvements at Port Melbourne. Provided that the facilities for draughts in the different Australian ports permitted a steady increase in the nif.e of vessels, the Commission is not justified in setting a limit.
