Replying to criticisms deprecating the action of misisonaries dwelling on the fact that New Hebrides offenders are French, Mr. McGowen said there was noI thing against the French as Frcycli. -.There were British law-breakers as well as French, but the vast majority were French. What made the situation grave was the apparent connivance in the existing deplorable state of affairs by the French administration. On the British plantations fair conditions, of life were generally maintained. The French, on the contrary, furnish examples of exploitations which might be culled slavery.
