The Telegraph's Pekin correspondent states that consternation has been caused by the half-yearly Budget showing that the provinces only remitted 18'/ 2 million dollars. A deficit of 117,000,000 dollars, makes further large loans essential. Parliament has already rejected the Budget. He suggests the usefulness of the revolutionary leaders ceasing orders for colleges, schools and public bodies to revive ConfiHianism.
