Received 17, 10.40 p.m. Ottawa, June 17. , The' Government is considering the formation of a commission of international scope, with the object of controlling Atlantic freight rates. The question will be ventilated in Parliament, when it will be asserted that an Atlantic pool is steadily increasing freight rates.
