The Japanese "Minister has informed the State Department that Japan is ready to renew the arbitration agreement On August 1. The Senate is likely to offer considerable opposition as a result of 'the Anti-Alien Bill dispute. Senator Chamberlain is opposing the renewal of the United States treaty with Britain, or, if renewed, he contends that Panama tolls should be removed outside the scope of arbitrable questions.
