Amongst otlfer things, lie said, the committee had ' t drawn up a scheme for a citizens' army, ffhich provided for effective defence aiirf at"the same time met the objections of those who were opposed to the compul- »! fsory clauses of the scheme now in force. The general idea in the committee's scheme was to. substitute voluntary service, and to make volunteering more at- . tractive. " »
