On the occasion of the return of theofficial eall paid by Captain Halsey, 4»eral speakers shaped their speeches ilk the direction of drawing an expression of opinion from Captain Halsey re theadvantages that Picton harbor has at a naval base. Captain Halsey replied, expressing his own views, not representingthe Admiralty, from the naval officer'* 'standpoint, and said it was really thefinest harbor in New Zealand. Queen Charlotte Sound had some peculiar advantages, it being a landlocked place,' wherein at any time of the year ships could, lie with safety. He was entirely in favor of Picton as a naval base, and it was also the most suitable place from a strategic point of view for a naval harbor. The entrance was so easily defended, and he concluded that in years to come he hoped to see the harbor at Picton a naval base. Captain Halsey reiterated his statements wien acknowledging a presentation by the Cook Memorial Committee.
