THE UNITY CONGRESS.
o SCOPE FOR AMENDMENT. By Telegraph—Press Association. Wellington, Last Night. The Unity Congress Committee lias issued the following notice, signed by the chairman, Mr.' W. T. Young, and the secretary, Mr. R. H. Hickey:—"lt has come to bur knowledge that the test circular issued by the Unity Committee is being misrepresented and misunderstood. Therefore, we deem it essential to make this final and plain explanation that the bodies adopting the basis of unity, subject to any amendments which the July Congress may adopt, will be entitled to full representation at the July Congress, and will also be entitled to fully discuss, amend and adopt constitutions, industrial and political, formulated in accordance with the basis of unit}'. It may also be stated that the basis is only a foundation upon which these constitutions are, being drafted. In other words, the Congress will have full power to adopt, amend or reject any proposals submitted by the January conference or the Unity Committee.
