The newspapers are irritated over England's success over the Bagdad railway, and consider that Germany has been checkmated. The "armour plate" press urge the Government to counteract Britain's undermining influence at Constantinople. REFORM IN isiA MINOR. Received 19, 11 p.m. Constantinople, May 19. It is stated that the Porte proposes reforms in Asia Minor by dividing the country into districts under British in•pectors, the gendarmerie to be officered by Englishmen. It will admit all parts of the Empire to self-government.
