THE EDUCATIONAL TEST. By Telegraph—Press Association. Wellington, last night. Regulations for the competitive examination for the first appointments to commissions in the Territorial forces are as follows: —(1)' Competitive examinations for the first appointment as second lieutenant in the Territorial forces will be held annually; (2) successful candidates at these examinations will he eligible for first appointments, only during the current year in which the examination is held. As Vacancies for second lieutenants in the several units occur, they will be filled by those candidates who arc next in order of merit at the examination; (3) a candidate who fails to obtain a commission during the year in which he passed his examination, will require to compete again at an examination in the ensuing year if he is still desirous of promotion to the rank of second lieutenant. (4) The candidate must be a member of the Territorial foicos, and of the rank of corporal or higher, and between the ages of IS and 25 years inclusive. A senior cadet who holds the rank of sergeant in the senior cadets when he is posted to the Territorial force, shall also be eligible to compete; (5) a. candidate for the examination -will apply through his commanding officer, such applications to be accompanied by (a) his record of service, (b) a medical certificate, (c) a certificate by his commanding officer to the effect that the candidate is fitted in every way for promotion to second lieutenant, as regards his competency to command, instruct, and train his men; (0) syllabus for the examination will be published from time to time in the Territorial orders, and will include military subjects and tests in dictation, English, composition, anct arithmetic. The first examination will be held in July 1913.
