MAYORAL INSTALLATION.

SPEECH BY MR. BROWNE. The Mayor-elect, Mr. G. W. Browne, was formally installed in office yesterday, morning, at the usual statutory meeting of the Borough Councillors. The members present were: Councillors J. Kibby, P. Jackson, W. Healy, A. 11 Johnstone, W. A. Collin, W. Ambury, Jas. Clarke, G. Tabor, J. E. Wilson, J: T. Mamiix, N. T. Maunder and A. Clarke. A number of prominent citizens were also present. The Mayor.and Councillors made the usual declaration, after which His Worship addressed the Councillors:—lt afforded him pleasure in welcoming the members of the new Council to "their spats and he felt sure that they would all work harmonious],,- together' with the one object of promoting the progress of the town. He knew that they were all busy men, and lie did. not propose to keep them this morning in order to outlino any policy for the coming year, but would postpone his remarks on this question until some more convenient occasion. He would, however, like just to say a few words in appreciation of the compliment the electors had paid him in electing him as Mayor for a further period. It was very gratifying to feel that his endeavours in the interest of the town had been appreciated, and as long as he retained the position the advancement of the town would be his first conecrn, and his best energies would be devoted to the promotion of its interests. At the last meeting he referred to the efficient manner in which the official staff and the various heads of departments had discharged their duties. He felt, however, that he might have gone a little further and moved a resolution placing on record the council's appreciation of their services, because after all a council could only speak by its resolutions. In common with his predecessors he had found the Town Clerk to be a zealous, able and conscientious officer, indeed he was not exaggerating when he stated that Mr. Bellringer was one of the leading municipal experts in the Dominion, and his experience and enthusiasm had done much for the advancement of this borough. The heads of the different departments had also all worked zealously in maintaining the efficiency of -febe- particular departments they controlled. : SERVICES APPRECIATED. i The following resolutions carried:— '"Jhat this council place on record its jappreciation of the valuable services rendered to the' community by the retiring councillors, Messrs.
