Hung Cheusa,- secretary to the Premier, who was the instigator of the murder of Sung, ex-Minister of Education, is seeking refuge at Tsing-tao, in the German sphere of influence. He has confessed to having fraudulently used the name of a Cabinet Minister in order to expose Sung, whom lie accused of having committed forgery in Japan, where a warrant was issued for his arrest. He never contemplated the murder of Sung.
