I Mr. Lloyd George, in a brief speech, lamented the inei'-ease -of armaments, which, if each country blame the other, ivould continue to grow until civilisation was strangled. He added, in reply to Mr. Chamberlain, that the Budget of 1909 taxed, not necessaries, but surplus wealth, and the country's prosperity, instead of being retarded, had been augmented.
