He proposed that California should suspend legislation until the Federal Government had time to negotiate a new treaty. The Governor refused to agree, and it is now thought probable that the Japanese Government will appeal to the United States Supreme Court. The Cabinet has discussed Mr! Bryan's reply, but no statement is forthcoming.
