It is generally admitted that Essad Pasha's move has seriously complicated the situation. It explains: much that was previously unexplained in connection ■with the Montenegrin entry of Scutari. Austria demands a ■definite - step, en- , swing an obedience to .the Powers' behest. Russia adheres to the Powers' joint decision, but objects to Austria taking isolated action. He adds that &e is > convinced that the Albanians, and ultimately the troops, will not approve of ' ■ Essad's action. Albania's independence requires territorial integrity. Essad Pasha surrendered Scutari although he had still three weeks' ammunition and provisions. ' Prince Danilo, on entering Scutari, was received with enthusiasm. His greeting of Essad on the transfer of j the keys was roost cordial. Essad, be- J ' fore his departure, urged the Albanians ' to be loyal to Montenegro. Cettinje, April 29. Prince Danilo has quitted Scutari for i •the northward, leaving only five batteries in the town. I I
