Mr. Olmcy said he was of the opinion that the United States, as the owner of the Panama Canal, had the right to fix such terms as it pleased. If the question was one for arbitration, it ought not to he submitted to a partial tribunal, such as the Hague Convention, but to a specially appointed court. Messrs. Mr. Bryce, speaking at the Pilgrims' Banquet, said that he hoped that the Panama question would not prove the cause of unfriendliness between Britain and the United States. He was certain that a solution agreeable to both parties would be reached. Mr. Choate declared that Mr. Bryce made all Americans love him.
