Mr. Pearce, Minister of Defence, referring to a statement in the Manchester Guardian of April 11, said that Lord Denman had received a cablegram from Mr. Harcourt, Secretary for the Colonies, that Australian ships would fly the white ensign, and that His Majesty's Government considered it unnecessary to make any formal notification to foreign countries regarding the status of Australian ships. The Manchester Guardian said that the British Government was corresponding with Australia regarding her fleet being locally controlled, despite the agreement of 1911. Foreign vessels would not accord Australian vessels, either in peace or war, the privileges of re<mlar fighting ships unless they were part of one Imperial fleet. It was questionable, too, how far the Commonwealth laws are enforceable beyond the threemile limit.
