Senator Thompson is drafting a law •barring land ownership to those of any race that the Federal laws declare ineligible for citizenship. The Bill will be submitted to Mr. Bryan immediately he arrives.
Washington, April 24. ; President Wilson informed the report- ; ers that the attitude of the Japanese ' Government was perfectly friendly, and their remonstrances were couched in a tone of respectful urgency. Mr. Bryan's peace scheme will be placed before a conference of ambassadors and ministers. President Wilson later told the newspaper men that the effect of the proposal was merely to afford a thinking space for the nations before war was declared. Tt did not bind them in any way. Mr. Bryan had decided to delete the paragraph providing for the suspension of warlike preparations while the Peace Court is investigating such a point. The President thought that it was best arranged with individual nations.
