AN AMBITIOUS SCHEME,

■ Mr. Bryan, Secretary of State, has outlined a .plan (u negotiate treaties of peace between tile United States and other nations, with the ultimate result of the abolition of war.
The scheme provides for an Arbitration Court, on similar lines to that proposed by Mr. Taft, dealing with all questions, including those of national honor. The Court's work would be-to discover the'facts, the nations participating in the controversy at the moment meanwhile pledging themselves not to alter their military status or prepare for war. The Court is then to place the facts More the world, leaving the nations involved in the dispute to decide thereafter whether" they will fight or arbitrate.
