Mr. James Garnett has been elected , unopposed as Mayor of Hastings for a third term, There are nineteen candidates.* for nine seats on the Borough 'Council, and four candidates for the Hastings seat on the Napier Harbor ' Hoard. • **s The South Canterbury Education Board yesterday selected from fifteen •applicants for the post of secretary and assistant-inspector, Mr. J. A. Valentine, U.A., headmaster of tke Timaru South School, widely known as on officer of ithe New Zealand Educational Institute. Yesterday morning the death occurred, after a long illness, of Mr. J. H. Parker, a very old and esteemed resident of 3Tew Plymouth. Deceased, who was 57 years of age, was a native of Burnley, Lancashire. In 1880 he came to New Zealand, and settling in New Plymouth . carried on a successful business as a jeweller and watchmaker for many years, selling out some years ago to Mr. N. Greiner and retiring into private life. He was a large shareholder and a director in the old Taranaki Petroleum Company, and recently acquired a large interest in the Red Post Furnishing Company. He built for the company the fine premises it now occupies in Devon street. He always took a keen interest in all matters for the good of the town, and was an esteemed member and deroted worker in the interests of the Catholic Church here. Mr. Slaughter, Inspector of Awards, in proceeding against an employer and -employee for breaches of the clause relating to the payment of wages under thn Taranaki carpenters' and joiners' award, which came into force on October 1, utated that there appeared to be a lot of misunderstanding over the matter. Many were under the impression that ■the increased rate of wages only applied to those who entered the employment afttr the award was made. In these ■cases lie only asked for a nominal penalty, as he wished it to be understood tha« all working under the award, no matter how long they had been employed, must be paid the rate of wages as let out in the award, unless they wei! holders of under-rate permits. The first case was against Ernest Reade, who ■was charged with working for Is 3d per . hour when the award rate was Is 4'/ 2 d. Defendant stated that he had been working for Mr. Coleman for the past 18 yeaiß. He suffered with rheumatism and lumbago and was very often away from work. Indeed, not long ago he was away for seven weeks, and understood that he could work at the rate lie was working at prior to the award. A Ane of 5s was imposed, the Magistrate stating that it must be understood that all employees. came undei the award. R. Coleman, the employer in this case, was also charged with having paid less than the award rate of <wages. He pointed out that he understood the matter had been arranged ■between Reade and the Union. His looks would show that he was\not an under rate payer. Reade', though a . competent man, was not able to work as ' -well as others owing to "ill-health, and Witness, who had employed him for 18 years, kept him at lighter work accordingly: A fine of 10s was imposed: '
