A definite agreement has been reached by the California: 'legislature to enact legislation against the Japanese only, exempting other foreigners. The Governor is ready to sign the Bill if passed in such a form.

CALIFORNIA'S ATTITUDE,

The Governor of California stales tliat he is unable to understand why the anti-alien legislation has raised a tumult. Other States prohibit alien ownership of land. There is 110 intention of causing an infraction of existing treaties. Japan itself has passed similar laws.
