THE NAVAL PROGRAMME.

Professor Delbruck contends that a naval holiday is impossible. Germany might have been prepared to reduce her building programme to the ratio of three to two annually if England had initiated a reduction in her five to three ratio, but England should not be permitted to include the Dominions' ships and make a fictitious offer.
