Bishop Arnold Mathew (the Earl of Landaff), head of the Old Catholics in England, sued the Times for libel in publishing the translation of the Papal Bull, excommunicating him, in* which the Words "wicked crime" were used in re--1 ference to Bishop Mathew's consecration of clergymen in 1911. A verdict was returned for the defendant paper, but the jury deprecated the publication in England of Bulls affecting the status of individuals. v EMIGRATION. London, April 16. : Mr. Watts, Premier of Victoria, and Mr. Holman, Attorney-General of New-' South Wales, have discussed a proposal for the consolidation of the London emigration departments, and have arrived . at an arrangement which, if adopted, will eliminate competition and secure more effective supervision, better shipping arrangements, greater economy, and pave the way for the assumption by the Federal Government of the control of ' immigration.
