Mr: Balfour, at a city banquet, argued that the more representative.-; they made to the Second Chamber the more it would assume thp power now held by the House of Commons. He instanced the French Senate, which recently turned out the Government. He would be deeply grieved to see the undisputed weight of the House of Commons largely transferred to the Second Chamber.
