THE AUSTRALIAN NAVY.

AN INTERNATIONAL DIFFICULTY. By Cable —Press Association —Copyright. London, April 12. The Manchester Guardian says the Government is corresponding with Australia regarding her fleet being locally crntrolled, despite the agreement of 1011. Foreign vessels will not accord Australian vessels, either in peace or war, the privileges of regular lighting ships unless they are part of one Imperial fleet. It is questionable, too, how far the Commonwealth laws are enforceable beyond the three-mile limit. A (QUESTION OF EMPIRE. Received 13, 5.5 p.m. Melbourne, April 13. Referring to the Manchester Guardian's article, Mr. Hughes says that he was unaware that the question of ihe Status of the Australian fleet hail been officially raised. Other nations could, under international law, take cogiiisa.rce of the distinctions recognised amongst the Dominions. To the outside worl.l the Empire is one and its fleet one. Nnlurally the recognition accorded to the British fleet would be accorded to the Australian fleet. Technically Australia was as much a component part of the Empire as Ireland or Scotland.
