The Army Bill was referred to the Budget Committee amid scenes of dis--1 order, the Socialists loudly cheering General Heussler, a retired Bavarian artillery officer, for declaring that universal service merely existed on paper, that the growth of the armv did not keep pace with the increase of population, and that Germany was unable to financially maintain complete conscription. He declared that her officers were insufficiently trained, and her artillery below modern requirements. The War Minister denied General j Heussler's allegations.
