A hundred and eighty-seven Senators assembled in the lowest chamber, out,of a total membership of 870. Tliey /nearly «11 of them wore frock coats and top hats. The senior member of the House of Representatives declared Parliament opened. The ceremony was impressive. There were great rejoicings throughout China.
