General Delacroix, in an article in the "Temps." says it is a fallacy to argue that the support of the British navy is worth half-a-million men to France. It really makes no difference. It is impossible for Britain to leave the defence of her continental interests to Russia. Napoleon was not beaten at Trafalgar, but at Waterloo. Britain's support on the Mouse would counterbalance Germany's numerical superiority, but only a good expeditionary nrmv of fifteen or twentv divisions would guarantee Britain and France the victory.
