Sir Wilfrid Laurier, in a statement, says that the whole object of the opposition now offering to the navy policy is intended to secure the building of warships in Canada. The entire debate shows that no emergency existed, and therefore there was no need for the, emergency contribution. The Government did not posse-s any mandate to press the Navy Hill i;:uhity. Consequently they were really responsible for the present chaotic state cf public business.
