Russell, M.P. for Avon, addressed his constituents, and dealt at considerable length with the policy of the Government?. He said that thesplendid progress in social legislation, had been checked by the present Gov- ' eminent, but Wpily the'change eminent was unly'-iemporarily, as'the Liberals and Laborites are united more closely- than had been the case during, the past ten years. Both were abso- - lutely agreed that Mr. Ma'ssey must go-'H Referring to he stated that' in - July last, when the Liberals went out of office, New Zealand 4 per cents were 102, V/ z per cents 94Vi>, and 3 per cents. 84%, ' whilst on the 14th inst. thev stood at 100, 00 and 78. Before the Massey Government came into office New Zealand stood higher on the London market. He alleged that as the result of the appointment of the Civil Service Commissioners the service was seething with discontent. Referring to the loan of £3.500,000, he stated that consequent on its flotation at 4 per cent, at 08. the loss to the country would be £882.000. He was accorded a vote of thanks and confidence..
