In thanking Japan for her help during the revolution, he stated that he believed that he had initiated a commercial entente which would develop into a political entente. He had conferred with the bankers and manufacturers. and had offered important concessions. As a result a Chino-Japa-nese Commercial Trust Company, with a capital of a million sterling, will be formed to develop railway construction.
