No rea.son.ihle man would believe that Germany dreams of ending the English sovereignty of the sea. Another consideration growing in England is that the qualities of Germany's navy make it had business to desire to administer the coup de grace to German sea power. The article significantly describes the impending army increase as a "'risk on land."
