General Retlnmc, Director-General of the Territorials, speaking at Wimbledon, admitted that the force was in an unsatisfactory condition, and would not. obtain public confidence until the shortage of fifty thousand was made up. THE TERRITORIAL STRIKE. COURT OF ENQUIRY. By Telegraph—Press Association. Mastcrton. Last Night. A court of enquiry was held to-night into the circumstances attending the Territorial strike which took place in November last. Lengthv evidence was taken, and will be remitted to the Ollicer Commanding. A general complaint of the men was that Lieutenant Hirsberg hail been appointed to the company from the ambulance corps, without previous training. The men were of opinion that one of their own corps should have lieen selected for the position. The whole of the witnesses repudiated Hie suggestion that either social or political influence, had been used in respect to the appointment.
