It is understood that the Emperor Franz Josef's letter to the Czar emphatically declined to allow the formation of an enlarged Servia. THE POSITION EASIEII. Received 10, 12.5 a.m. Vienna, February IS. The situation is easier. The chief difference between Austria and Russia is whether Diakova and Dibra shall be included in Albania. Both Ronmania and Bulgaria asked for Russia's mediation. It is understood that Russia advised Bulgaria that it was desirable tn meet Ronmania half way. FRIENDS OF PEACE. Received in, 12.20 a.m. Vienna. February 18. M. Berchtold, in ar inspired communication, says that he is infireiy satisfied with the result of Prince llohenlohe's mission. Both the Emperor Franz Joseph's and the Czar's letters justify the best hopes that they will be friends of peace. In the event of serious complications no effort will be spared on either side to uphold pence and fully maintain the existing oilieiaL and unofficial engagements of both countries.
