General Elgotfstein. oblivious of j the fact that the Kaiser was a thousand miles away, summoned the garrison. The populace believed that war was imminent. The women were tearful. For two hours 18.000 troops were on the ground, with a new Zeppelin overhead. Thirty thousand spectators were present, including Wolfer. who was overheard to say that lie wished he could set the fleet in motion. Finally the chief of police motored to Strasburg. two and a. half miles away, telephoned, and learned that the Kaiser was at Kocnigsbourg. T)er Morgcn Post recalls that the Kaiser in ISH3 unexpectedly stopped a train hini-elf and alarmed the'Strasburg garrison.
